“Children in the context of migration, whether accompanied, separated or unaccompanied should never be remanded in custody. Migratory status should not be considered as an offence and should not justify the detention of children as such.”

At the occasion of the seminar called “Promoting alternatives to the immigration detention of children in Switzerland”, Terre des hommes presents its recent report on Illegal detention of migrant children in Switzerland.

The international community has become increasingly concerned about the need to end the detention of children. However, in Switzerland as in many other countries there is not enough available information to permit an accurate analysis of the problem.

In order to address the lack of information on the administrative detention of children in Switzerland, Terre des hommes in mid-2015 assessed the situation of non-citizen children in Switzerland who are placed in detention for reasons related to their immigration status. It resulted in a clear lack of transparency. We don’t exactly know where children are detained. Of all the cantons questioned, only eight responded with complete answers. Six of them did not answer at all. 12 Leões de Ouro e um de Prata foram atribuídos à ONG Terre des Hommes, no Cannes Lions

A Organização Não Governamental (ONG) holandesa, Terre des Hommes, recebeu 12 Leões de Ouro e um de Prata, nos Cannes Lions, o maior e mais prestigiado prémio de publicidade a nível mundial.

Segundo a «Exame», os prémios são o reconhecimento do trabalho desenvolvido pela ONG, que criou uma menina virtual que conseguiu identificar mais de mil pedófilos.

«Sweetie» é uma personagem virtual, criada em 3D, de uma menina filipina de dez anos que, na Internet, lançava a rede para ver quem queria ver a menina nua ou ter relações sexuais com recurso a uma webcam. O isco foi lançado numa sala de chat e não foi preciso muito tempo para que as propostas começassem a cair.

Durante dez semanas, os investigadores monitorizaram os contactos para ver a «Sweetie» e os dados são alarmantes. De Amesterdão para o mundo, mais de 20 mil pessoas mostraram interesse na menor, através de ligações estabelecidas em cerca de 70 países.

Desses, o relatório conseguiu identificar um milhar de pedófilos. A Terre des Hommes pegou, por sua vez, nesses dados e entregou-os às polícias, nomeadamente, à Interpol. A maioria dos predadores tinha base nos Estados Unidos.

A ONG luta contra a exploração sexual infantil. O diretor, Hans Guyt, deixa o alerta: «Se não se combater este fenómeno rapidamente, ele torna-se incontrolável», cita a Associated Presse.

O responsável pela Terre des Hommes também refere que a solução não passa por criar mais leis, mas sim por uma abordagem mais eficaz por partes das polícias.

A ONG apresenta ainda outra conclusão neste estudo e uma nova vertente da exploração sexual de crianças. Ou seja, os turistas sexuais já não precisam de sair de casa para ver crianças em atos sexuais, muitas delas obrigadas pelos pais pobres a essas práticas online.

Rising Internet usage rates and persistent poverty in the developing world have fostered the emergence of a rapidly growing new form of online child sexual exploitation. “Webcam Child Sex Tourism” (WCST) takes place when adults pay or offer other rewards in order to direct and view live streaming video footage of children in another country performing sexual acts in front of a webcam.

Terre des Hommes Netherlands works to end child exploitation and to assist victims around the world. In recent years, they have been overwhelmed by the surging number of child victims of WCST in the Philippines. What started as research into the WCST trade led them to a viable solution to this global problem. They found that the legal framework prohibiting WCST widely exists, but governments are not adequately enforcing their own child protection laws when the victims are located outside of their borders.

This led them to wonder how often WCST actually takes place online. Four Terre des Hommes
Netherlands researchers spent 10 weeks posing as prepubertal Filipino girls on 19 public chat rooms. During that short period, a total of 20,172 predators from 71 countries committed crimes by soliciting the wcst research researchers, whom the predators believed to be minors, for paid webcam sex performances. This report is the most comprehensive study on WCST undertaken to date. However, the findings of the research, while alarming, only provide a small glimpse into how vast the phenomenon of WCST actually is.

If action is not taken, Terre des Hommes Netherlands fear that WCST will spiral as far out of control as the online child pornography industry, which is now a multi-billion dollar international trade that law enforcement agencies cannot reign in.

In a film shot in October 2010 in Burkina Faso, Mary Clapasson lets the Talibe children (beggars) express themselves, as well as the little domestic maids and those children working in the stone and gold quarries. This 27-minute film, produced in collaboration with Terre des hommes, shows perfectly the daily lives of the thousands of children exploited in the worst forms of labour.

Terre des hommes works to get these children out of the quarries by proposing alternatives in a socio-economic context where the work of children is accepted and necessary for the survival of thousands of families. Tdh supports these families so that their children can get schooling and in this way pursue a new future.
